Partnership Between University and Community finds Airborne Health Risks from PCBs in New Bedford Harbor Sediment

A unique collaboration between university and community led to an important study evaluating the human health risks posed by airborne polychlorinated biphenyls (PCBs) coming from sediment in the New Bedford Harbor in Massachusetts. Researchers from Boston University found that the harbor, the home of one of the largest PCBs Superfund sites in the country, is the primary source of PCBs in the air around the harbor. They described the harbor as the “largest reported continuous source of airborne PCBs from natural waters in North America.”
The study found that PCB levels in the ambient air were highest closest to the harbor and that changes in thyroid levels are more likely to occur among people who live near the harbor compared to residents who live further away. These researchers focused on the non-cancer risks posed by exposure to PCBs rather than the cancer risks which EPA used to drive its decisions on the cleanup of the harbor which has been ongoing since the 1990s. So far, more than 425,000 cubic yards of PCB-contaminated sediment has been removed from the harbor as of December 2017 according to the EPA. Much of this waste has been placed in a constructed landfill in the harbor. The local group, Hands Across the River, has been fighting to stop the agency from doing this for years.
In response to requests from residents to monitor the ambient outdoor air for PCBs in places where they live, researchers from Boston University partnered with the Toxic Action Center, the University of Iowa and local residents to identify locations and design a monitoring program to meet community needs. In contrast, EPA selected monitoring locations for convenience or where concentrations were expected to be the highest.
The researchers modeled the data they collected and for the first time were able to estimate residential exposures and health risks for residents living around the harbor. They chose the thyroid as a target of PCB toxicity based on strong evidence in human and animal studies in the scientific literature. They compared thyroid changes in residents and PCB levels in the ambient air near and distant from the harbor and were able to show potential health risks associated with proximity to the PCB contaminated Superfund site in the New Bedford Harbor.
EPA’s response to these findings in part was to say that “the measured levels of airborne PCBs have never exceeded EPA’s health-based criteria.” This of course misses the point that this study identified new health risks beyond what the agency had previously considered. EPA’s standard risk procedures do not capture all health risks. Their focus was on cancer risk. This study focused on non-cancer health risks.
It has long been suspected that PCBs in the sediment of rivers and waterways will evaporate to some degree and eventually become airborne, but industry and government have pushed back arguing that PCBs do not substantially volatilize and if they did, their impact would be insignificant. This study puts that argument to rest.
This study is a remarkable example of what scientists and researchers can do together to address community needs. Scientific information is a powerful tool when university expertise and resources are focused on responding to community concerns. In this collaboration, new risks were identified that EPA had not previously considered. More of these collaborations are needed.

New Yorkers shut down Cricket Valley power plant construction

Residents of Dover, New York and concerned individuals across the Northeast came together on Saturday, November 16, to block the construction of the Cricket Valley power plant. The protest included a tractor blockade and protesters climbing to the top of a 275 foot smoke stack. New York residents oppose the construction because it will dramatically set the state back in its goals to achieve net zero greenhouse gas emissions by the year 2040. Once completed, the massive plant will release 6 million tons of greenhouse gases into the air, in addition to hundreds of tons of other harmful chemicals. Read More.

Colorado Health Report Released on Oil and Gas Drilling

The Colorado Department of Public Health and Environment released a multiyear report examining the impact of oil and gas drilling on residents living within 2,000 feet of fracking sites. The study found that individuals that live in proximity to a site have increased exposure to benzene and other chemicals that cause nosebleeds, headaches, and trouble breathing. Colorado officials are looking into more air monitoring near homes and stricter regulations on air emissions while more research is conducted to fully examine the health risks associated with oil and gas production. Superfund Reinvestment Act – Making Polluters Pay for Pollution

Take a moment and imagine your dream home. Maybe your dream home is set on a beautiful ocean front with large windows that overlook the rolling waves and the pink summer sunsets. Perhaps your dream home is located in the mountains, surrounded on all sides with towering trees where you can step outside and instantly breathe in the fresh pine. Or maybe your dream home is right where it is now, filled with family, laughter and memories. Wherever your dream home is, you worked hard for it. You managed the home repairs, paid the bills, supported the family, and you made a house a home. 
 
Now take a moment to imagine that an uninvited visitor came and damaged that home. The house that you worked so hard for is now broken, the windows are shattered, the front lawn is destroyed, and your house now has a gaping hole that you didn’t ask for. What is even more unfair is now that outsider isn’t even going to pay to repair your home. He is going to drive away, with the rubble in his rearview mirror, and leave you to clean it up. This visitor damaged your property, so why isn’t he going to be the one to pay for the repairs? Why has he left you standing there to figure out how to fix what is broken? You’re left with your checkbook in one hand and a hammer in the other, forced to undertake the repairs that will take a lot of time, money and hard work. 
 
Across the United States, nearly 53 million Americans are overwhelmed by contamination and health concerning pollution in their own communities created by corporations and facilities. To combat this problem, the Superfund program was created in 1980 to manage the cleanup of the most toxic waste sites where the responsible party was not identified or went out of business. Throughout the course of the program’s history, Superfund has received its funding in two different ways. The first is through budget appropriations the Environmental Protection Agency receives yearly based on the federal budget sourced by American tax dollars. The second source of funding was through polluter taxes, also known as the Polluter Pays Fees. Polluter Pays Fees were taxes enforced on companies that produced chemicals, oil, or other hazardous waste. These fees were designed to make polluters monetarily responsible for the cleanup of any damage they created in the process of production.
 
The Superfund tax fees ended in 1995, relieving polluters of the responsibility to pay for the cleanup of contaminated sites. The sole success of the Superfund program currently relies on the Environmental Protection Agency’s budget which is currently at its smallest in two decades. Polluters are not required to pay for the damage they have created and, in effect, American’s have been forced to compensate for this loss in the form of tax dollars. In the last two decades, American tax dollars have paid for more than $21 billion in Superfund site cleanup. Polluters have torn down the “dream home” and walked away, leaving the residents behind to pay for the mess they didn’t ask for nor create.
 
In July of 2019, Representative Earl Blumunaer of Oregon proposed the Superfund Reinvestment Act (H.R. 4088) to bring the cleanup burden back to polluters. Sponsors of the bill include Representatives Gerry Connolly (VA), Jerry McNerney (CA), Terri Sewell (AL), Raul Grijalva (AZ), Matt Cartwright (PA) and Eleanor Holmes Norton (D.C.). The proposed bill will require polluting companies to pay an excise tax of 0.12 percent on the amount of a company’s modified environmental tax taxable income that exceeds $3,735,000. In other words, for a company that makes over $3,735 million in net income, each additional profit will be taxed at a rate of 0.12 percent. For example, if a company that makes an additional $10,000 over the $3,735 million threshold, its taxable amount will be equivalent to the cost of one cheese pizza ($12.00). If a company does not meet the threshold of $3,735 million, it is not required to pay any additional tax. 
 
Currently, polluters escape billions of dollars in cleanup costs for damages they created. With Representative Blumenaur’s proposed legislation, the cleanup burden will be transferred from American taxpayers back to the parties responsible for pollution. Polluters are the ones responsible for creating unhealthy hazardous sites, why are they not the ones responsible for cleaning it up?

Barrels of dioxins found in Oregon lake reveal history of contamination

In August 2018, a dive group found barrels containing the two specific toxic chemicals required to make Agent Orange at the bottom of Wallowa Lake, Digital Journal reports. One of these chemicals is known to be contaminated with dioxins, which were used in Oregon forests as a herbicide until higher rates of miscarriages were reported in 1979. Residents were alarmed, not only because the lake is treasured by the community but also because it provides drinking water to the nearby town Joseph. However, Oregon DEQ still has not pulled these barrels out of the lake. <Read more>

What’s Up with the Green New Deal?

By Maia Lehmann. The ever-tenacious Congresswoman Alexandria Ocasio-Cortez unveiled her Green New Deal (GND) on February 7th amidst great anticipation. The non-binding resolution, co-sponsored by Massachusetts Senator Ed Markey, sought to provide the United States with a comprehensive vision to combat climate change using a holistic approach. Excitement was widely felt by those who have been waiting decades to see public health, climate change, and environmental justice seriously addressed by federal legislation. But, what did Ocasio-Cortez’s plan actually lay out? And what’s happening to it now?
The goal of the Green New Deal (GND) was to reach net zero greenhouse gas emissions and 100% renewable power use by 2030. This objective was met by broad support from the American public, with 87.2% of citizens polled saying that they strongly agreed with the statement. Adapting the U.S. energy portfolio is an essential step, seeing as in 2017 petroleum, natural gas, and coal accounted for 77.6% of U.S. energy—a direct disconnect from what Americans say they want from their energy sector.
The 14-page GND begins with a preamble that describes the policy issues as seen by Ocasio-Cortez: one-part climate crisis, one-part economic crisis. The preamble is followed by five goals, 24 projects, and 15 requirements that intend to lay a framework for how to address these problems. Rather than laying out concrete steps however, the GND uses a broad brush to advocate for an energy efficient electrical grids, updating infrastructure, and overhauling the transportation sector. While critics say that it is ignoring the most integral questions, it is strategically opening a space for disagreement and discussion.
The GND faces plenty of hurdles, especially since it includes several social and economic oriented projects, such as, “Guaranteeing a job with a family-sustaining wage, adequate family and disability leave, paid vacations, and retirement security to all people of the United States.” Whether you agree with these issues or not, including them could make the reality of passing the bill even more difficult than climate legislation is already. And the difficulty of climate legislation is highlighted by the co-sponsorship of Senator Markey, who was a leader on the American Clean Energy and Security Act in 2009. The 2009 bill had a much narrower focus but still failed to pass even when both houses of Congress and the presidency was held by Democrats. However, rather than letting that cast a shadow upon the GND, perhaps it speaks to the need for radical changes to the status quo. In fact, 69.8% of Americans polled supported the intertwined social and environmental goals. And due to the inseparable nature of these policy issues it may be advantageous to craft a vision of how they could be developed in tandem. If previous incremental policy efforts have failed, and the opinions of the public are not being reflected by our lawmakers, then it is time to embrace an innovative comprehensive approach.
On March 26th the Senate voted the resolution down in a vote of 57-0, with the majority of Democrats voting “present” in protest to Senate Majority Leader Mitch McConnell bringing the bill to the floor without hearings or debate. If anything, Senate Republican’s refusal to even discuss the most pressing issues of climate change demonstrate the necessity for dramatic policy change. The halt of the GND in the senate did not stall the zeal for the overall project of the GND. Representative Ocasio-Cortez is now refocusing her efforts by writing a series of small bills that will target both social and environmental issues in a more individualized method. The GND has successfully reinvigorated and rallied the efforts and public spirit for tackling the current climate crisis and provided a vision for what a sustainable and equitable America could look like. All of the Senate Democrats running for the presidency in 2020 have endorsed the GND, signaling that its vision will continue to permeate and inspire environmental legislation. This will not be the end of a green future that will support all of America.
